A shelf is a bracket problem, not a shelf problem. Into studs it will hold a person. Into drywall anchors it will hold books for about a year and then come off the wall with everything on it, taking a piece of the wall with it.
Garages are their own thing. The floor slopes to the door on purpose, so racking has to be levelled against a surface that is not level, or the whole run leans forward and the top shelf is the one you notice it on.

Straight answers
- Can shelves go anywhere on the wall?
- Where the studs are, yes, straight away. Where they are not, backing goes in first — a piece of timber let into the wall — and then it can go anywhere you like.
- Will overhead garage storage hold?
- Into the ceiling joists, yes, and I will find them rather than trust the ceiling. Rated racks have a load on the box and I will not exceed it.
